Dear Donna
Thank you for your question. It is understandable that your heart is breaking for your cousin.
It is not clear from your question whether your cousin recently married a South African citizen. There are rules and regulations relating to individuals marrying foreigners regarding obtaining citizenship in South Africa (and resultant access to medical treatment).
Currently non-citizens only receive emergency treatment by attending public health facilities. For all other problems individuals are responsible for their own health cost.
This is an international practice to prevent individuals from going to a particular country to obtain medical services which they do not have access to in their country of origin.
There is very little (if anything) that anyone other than the Department of Home Affairs can do regarding this problem. It is, however, suggested that she visits the Home Affairs Office where her immigration application was lodged, to make enquiries whether there is something that can be done as an emergency measure (MCH).
