Phlegm.

 "My 11 month old baby girl has a terrible phlegmy cough, actually caused her voice to get really hoarse, throat seems strained. Giving her bronchoped as prescribed by her doctor the last time. She was put on aspelone before as well, often gets this cough, seems rather uncomfortable, and mainly when she sleeps. I have the saline spray, nasal aspirator, rub vicks, etc.

This sounds like an upper respiratory tract infection and you are doing all the right things.  Obviously if it becomes a chronic problem it needs to be dealt with with your doctor.
