BELLY FAT

Hi I do cardio twice weekly and stretch and tone once a week. I am 176 tall and weigh about 53kg. I know this is still underweight, but my concern is that I am toning and building muscles everywhere except for my belly. I am struggling to lose the fat around the belly area although I can feel the muscles are tight. Any suggestions as to losing the belly fat?
