Dental Care in Infants

Hi - my daughter is nine months old and has six teeth (two on the lower jaw and four at the top). I have noticed that the on the two front upper teeth she has developed white blotches. What is causing this and what I can I do to take it away? She is not taking flouride drops at the moment and I am not sure if now is the right time to start her on this. Also, should I be brushing her teeth at this young age?

There are a few reasons for the blotches- it could be an indication of a problem in the developemnt of the tooth, it could be a sign of decay or it could just be as a normal developmental variation sometimes seen in children.
