advanced treatment

I am confused about something and would appreciate your comments/advice on the below.

My mom has a loose lower denture problem and needs extensive dental treatment to successfully rectify her problem. She went to see a prosthodontist (merely because our gp suggested it and she doesn''t have a regular dentist to go to) for advice. He promptly ordered x-rays, moulds etc and told her to come back a week later to discuss the results. The x-rays etc. alone cost R2000 (excl the consult). On the follow-up visit to discuss the recommended treatment he advised that she would have to have lower teeth extracted and upper and lower dentures done. He would draw up a total quote and e.mail it within the next day or two, which he subsequently did. His quote for his work only was R22 000 - without a maxillo-facial surgeon quote which he said " oh will be about another R4000 - R5000" . Never mind any other extra costs that are bound to appear. With no disrespect to this specialist intended, my question is why would it be necessary to go to a prosthodontist for a dentures problem if a general dentist can satisfactorily treat it?
My mom can''t possibly afford this amount and her medical don''t seem to be interested in paying any part of it.

Your comments would be appreciated.

Thank you.

You should have seen a dentist first- then IF needed the dentist would refer you to a prosthodontist.
