Yellow baby teeth & heating pad safety

I have a burning question with regards to my daughter top front teeth. She is now 10mths old and has cut her 2 bottom teeth when she was 4.5mnths old. I did not brush them as her mouth was very swollen due to her top teeth being in the process of coming out.

Her bottom teeth are brilliant white, but the 2 top ones are extremely yellow. As soon as it was safe to brush I was doing so. It is still yellow, but not completely out yet. They had no time to be exposed to elements that could make them yellow, but came out that way. Is this a cause for concern? Will it stay this discolored or does she lack a fluoride supplement? If so, will introducing a supplement once the teeth are cut make a difference?

I was also wondering if a heating pad is safe for my daughter. Winter is setting in and I would like to place one in her cot.

Do not be concerned about the colour of her teeth at this stage, just be sure to clean her teeth regularly.
I do not like electric heating pads in infants cots.
