From what age can you use Vicks Vapour Rub on a baby/toddler/child?

Vicks Vaporub should not be used in babies and toddlers because there is the danger that they will inhale the oils into their lungs. I don't mean the vapour but the actual oils in the product.

I use puma as well but still mix the puma balm with 2 parts vaseline as it is also quite strong. Chest, back and feet. Don't ever put it in their noses though...
