Phlegm

My two month old is generally healthy except for one thing: at least twice a week she experiences a blocked nose and then milk comes through her nose. If she's lucky she vomits a lot of phlegm and then only she becomes settled. Sometime I can hear her struggling to breath because of the congestion. What could be the problem and how do I address it?
