I have a 14 month old and he still eats food that has been mashed up eg chicken/rice/potatoe/carrot/brocolli/cauliflower eats this meal for lunch and dinner is that ok?what should he be eating now whole foods?

He should be having food with more texture, but many babies and very young children like to carry on eating mashed up food for quite a while. As long as he is happy there is no harm at all in this. Try him on solid food from time to time, never forcing him to eat anything he does not like.

Try mashing his food and mixing it by a little bit of brown rice (not mashed). Feed him like this for a week. Gradually increase the amount of rice.
The next week give him rice with sauce and pieces of chicken that he can feed himself. You can still mash the veggies.
The next week give him stuff like steamed strips of carrot to munch on. Give him muesli yogurt for breakfst, ect,
