Abnormalities after birth

My sister gave birth to a baby boy on Sunday via cesarean section. The baby was born with his heart on the right side instead of the left, he has 11 ribs instead of 12 and he is unable to open his left hand yet he can open his right hand. The doctors want to operate but they not saying what they want to operate on. Is there a need to operate? If so, for what and how will this affect the baby in the long run.

Thank You for your time

It is very difficult for me to comment on your sister's newborn baby without being able to see her baby. Also there may be other problems with her is well known that babies may be born with their heart on the right side and this may sometimes be completely without causing any problems for the baby. I am sure that the doctor will explain the reason why it is necessary for the operation that he needs to perform.
