You must take notice of your daughter's symptoms as she is very definite about them. She has pain around and underneath one eye. She also says that her law is painful. This is very likely be due to a sinus infection and sometimes can develop into a severe infection involving the eye and eyelids. She will almost certainly need antibiotic treatment. She should be seen urgently by a paediatrician. The problem is that I do not want her to go to the general emergency section of any hospital now with possible Covid-19 patients arriving there. Please phone your paediatrician and ask if your daughter can be seen urgently. If not you should take her to your nearest paediatric emergency facility..
