This condition known as shin splints is usually caused by athletic activity. It seems to be quite different with your daughter as it has gone on for a long time. Occasionally a stress fracture of the tibia is the cause but that seems to have been ruled out. Other causes include flat feet and wearing shoes with insufficient arch supports.It is such a significant problem for your daughter that I would suggest that she see a orthopaedic specialist, preferably one who regularly treats children.
