3yr old: gargling sound when breathing

Hi,
My 3 year old niece has been to suffering from what the Paediatrician just says is normal colds and flu for as long as I can remember. When she breaths you can hear the mucous and it sounds like she is struggling to breath. Like I said she is only 3 but she sounds like an 80 year old. She's even got a nebulizar (sorry for the spelling) but that's not helping either. Can you refer us to a Specialist in the Stellenbosch of Western Cape area.

I suggest that your niece sees Dr Peter White a paediatrician in Somerset West.
