My daughter is 31 months old, he hair is still the same length as she was born, it resembles a brushed cut, so far we have cut her hair twice hoping it will grow but it has not. We are of African origin and myself, her father and her older sister have full rich hair. She is very active and has a healthy appetite, what could be the problem?

This is not all that unusual in some little girls. It is important to be sure that your little girl does not have any health problem such as a low thryroid function. This does seem unlikely as you mention that your daughter is active and healthy.Give her a good multivitamin syrup daily and rub a little coconut oil into her scalp in the evenings.If her hair growth has not improved within 6 months ask your paediatrician to see her to be sure that all is well with her health.
