What you are referring to is called Tinnitus. There are a number of possible causes and it is important to get to the root of the problem. To name a few: blood pressure, hearing loss, certain medication, noise exposure, vitamin deficiencies, smoking drinking, stress etc.
The best is to start with a good general check-up at your GP. He or she will be able to refer you to an Ear, Nose and Throat Specialist if necessary.
