The council's emergency care board chairman, Raveen Naidoo, told the newspaper the short paramedic and ambulance courses did not comply with the National Qualification Framework Act or the revised higher education qualifications sub-framework.
He said continuing the short courses was not in the best interest of the professionalisation of emergency medical care.
The HPCSA had a duty to protect the public by making sure appropriately qualified care providers were registered.
According to the newspaper, it had submitted draft regulations to the health department, and these were being considered by Health Minister Aaron Motsoaledi.
