Blood glucose level 9.7

I am 50 and have been diagnosed with diabetes. I'm seeing my doctor tomorrow again but am trying to get control now. I am not on any form of medication as yet. I tested my glucose level on waking up it is 9.7 but I can't find a chart on the internet as to what this means. Please could you assist.

Good fasting readings should run between 4 to 7, and a reading done 2 hours after the first bite of food(breakfast, lunch and supper) should be less than 10, as this will mean an HbA1c(3 month glucose average test) of less than 7%. To have a normal HbA1c of 4-6% would mean having fasting readings between 4-6 and post meal readings less than 8. As glucose targets are individualized, you will need to ask your doctor what he wants you to try and achieve

I've had readings of 1.7 with all the symptoms of hypoglycaemia and also had reads as high as 19.9 I've been told I'm pre diabetic why is this would it mean I maybe diabetic now.
