There are many reasons why children bully: out of a fear of being bullied themselves, a low self esteem, or anger toward someone/some situation where it would be "unacceptable" for her to show her anger. A psychologist who deals with children or a play therapist may be a good place to start if she does not want to speak to you about it. Remember that she probably knows she should not bully and she does not want to disappoint you. It may also be worthwhile asking the teacher if she can find any pattern to the behaviour eg. is there a specific day when it is worse, or time of day; are certain children involved more than others or is her behaviour completely random. Identifying a pattern may help to find the reason behind it.
