There's no difference between those two terms - if I remember correctly, I was explaining how Jacques could increase muscle size through diet and training. Building muscle is pretty much the same as the term bulk up. There's a subtle difference, because I guess literally, building muscles doesn't necessarily imply bulking (think Arnold or Rambo here), but they're usually used interchangably.
What is different is toning - this is where your aim would be to improve muscle definition, create a toned appearance (think most elite athletes), not necessarily to become bigger.
