Phenylalanine is an amino acid that is found in all proteins that you eat in a normal diet (in meat, fish, eggs, milk cheese, yoghurt, etc). It is used in some artificial sweeteners and if you do not have a hereditary condition called phenylketonuria then you can ingest phenylalanine without a problem. Patients with phenylketonuria are born without the enzyme that helps the body to digest phenylalanine, so they have to avoid this amino acid for the rest of their lives (which is a difficult thing to do seeing that most proteins contain it). This is why the products that contain the sweetener made form phenylalanine carry a warning to alert patients with phenylketonuria not to use such products.
