Well, it basically increases the work you'd have to do to walk or jog at the same speed. So it's a way to grade your training, to make it a little harder and do some strength work while running. It would make it a little more difficult to run or walk at a given speed, and your legs would have to work harder. It's a little bit of a gimmick, but I guess it's a way to kill two birds with one stone. You just have to be careful not to overdo it, and train too hard with it, because then you'd be loading yourself doubly hard.
