underdeveloped penis

my son is 11 years old, is overweight. He is big for his age, taller than most kids his age and takes a size 9 shoe. However his penis is very small, does not seem to be growing. In fact is smaller than my six year old sons penis. What could be the cause, should I leave it? what do I do?
