Doesn't one simply talk to them calmly and frankly and say that it puzzles you, and probably many other people who encounter the nice young boy, as to why his parents leave him appearing to be so neglected, unwashed and smelly--- maybe an appeal to their personal vanity might work, as they don't sound as if they're thinking of the boy's own best needs, in this respect. Maybe a sugegstion to the school might encourage them to mention it to the parents, too.
And Tango's suggestion is brilliant. isn't he, by 16, starting to get interested in girls and interested in impressing them ?
