Sun spots and plastic surgery

My hubby has a dozen or so sunspots on his face and body. He has had them burned off numerous times but they keep coming back. He would now like to have them taken out by a plastic surgeon (to minimise scarring). Does he need to see a dermatologist or a plastic surgeon?
Is this a 'normal' procedure?

The crunch here is minimise scarring - he will have scars. I suggest that you consult with a plastic surgeon, and also ask for other non-surgical options, which might be more suitable.
