Whilst smoking is often a part of adolescent experimentation, you are right to make it clear how you fel about him smoking. He is of course under-age, and if he is caught smoking at school there are often quite severe penalties depending on the school.
If he continues you may find it necessary to limit pocket money, or consider grounding if you feel you need to take action.
With recent smoking laws it is becoming more unacceptable and considered by some as anti-social to smoke. It is therefore advisable for this to be considered, as this current generation of teens will find themselves addicted at middle-age and probably not be allowed to smoke anywhere in public.
If possible try to help him see this comes from a place of care and that you understand teens experiment but you love him enough to speak out about something that is harmful to his health.
