This boy is 11 now but has been smoking since the age of 7. Not sure whether he has experimented with drugs / alcohol. His mum died when he was 7. He has 3 sisters and 2 brothers, all older than him. The eldest was 22 when the boy started. Dad still alive. Do u feel that this child has been neglected or is this his way of rebelling against the mums death?

Rebellion might be a part of it, but smoking is especially dangerous to the young body, and of course as he will have far more years of smoking before he reaches the age at which others start, he can expect all the ill-effects to arrive that much sooner. I do think it is child neglect to allow a child to smoke, especially if they are that young.
