Skin in face thickened/hardened

I don't know who to ask. Hope you are the right person to help me.
There is a patch on my cheek, about 7cm x 4cm, that's got this sort of thickening, hardening and rimply feel and look to it. It's also a bit darker than the rest of my skin.
It looks almost like when you sunburnt too much and the skin is just about to start peeling.
Only thing is, when it gets to that stage, I peel it off, but it just comes right back a week or 2 later.
Can you tell me what it is and what I can do about it?
