I just wanted to know whether HIV-related ulceration occurs on the outside or inside of the penis and how they look like.

HIV will not cause ulceration on the penis. There are a multitude of other causes for ulcers on/inside the penis, i.e. Syphilis, Herpes etc. I would suggest consulting a GP, in order to have a STD screen done.
