Oral sex clarification

Hi Doc

There was a previous post about licking a penis and that you cannot get HIV from just doing this... But i was wondering: if you lick the penis and perhaps get pre-cum or semen on your tongue BUT DO NOT get it in your mouth (eg: gums, lining of the mouth, etc), is this risky? I guess what i'm asking is, if you get pre-ejaculate and semen on your tongue but nowhere else in your mouth, can this pose a HIV or Hepatitis risk?
