Old Pug Cannot Eat

I have a 14 year old pug. He has a good appetite, but cannot seem to get food into his mouth. His lips don''t move when he tries to take the food, only his tongue. Once its in his mouth, he is able to swallow small old dog Royal canin chunks.
This started about 3 weeks ago.
We''ve taken him to two vets who said that his teeth are dirty, but he only as about 4 teeth left. The first vet recommended that we have his teeth cleaned, however due to the risk with his age, we''re hesitant to put him under anesthesia.
the second vet could not tell us what the problem was. He also confirmed that his teeth are a bit dirty, but did not recommend putting him under anesthesia.
He had tests done on his kidney and liver function and the results were normal.
Any idea whether this oculd be lip paralysis and what can be done for him.
He''s old, but not in pain, and still has a good bark, walks around and eats well when he can, so we would like to try and make him as comfortable as possible.
