There is indeed a significant difference in how one's brain processes Short-Term memory and Long-Term memory, but this is not usually problematic in a young child. Its more likely that she is learning things normally, but is unduly anxious and stressed about exams and tests, and the extra anxiety causes her to fail to recall and use what she has indeed learned. Assessment by a child psychologist could clarify this, and, if she is unduly anxious, CBT-style counselling could probably fairly easily and quickly help her to learn to avoid and control such anxiety
