Yes, you are going to have to be patient. Some puppies take longer than others and you can expect mistakes up to 6 months of age! Don't raise your voice or punish her, even if you catch her in the act, but just ignore it and clean up when she's not looking. Take her out as much as possible, once an hour is ideal, and if she does urinate or defaecate then praise her and play a little game with her for a few minutes. Often puppies think that if they do a poo outside then it means the end of the game or trip outside because everyone goes inside straight afterwards. Walking down a flight of stairs is quite an achievement for a puppy, never mind if it has a full bladder, so perhaps you need to make a "toilet" for her closer to her bed - a large shallow box lined with plastic and containing instant lawn or straw is ideal, or use newspaper. She can learn to use this and then you can gradually (over a few weeks)move this towards the stairs and then to the bottom of the stairs and to the door. It will be useful at night because she won't need to wake you, which can become a bad habit.
