At this age she should be going to bed by 7.
From about 5 PM she should be calmed down with bed-time routines, bath-time, quiet stories. Be very careful of anything which will wake her up before bed-time. If she gets up she should be firmly taken back to bed - irrespective of how many times this takes. At first it may be dozens of times, but generally she will get the idea after a couple of nights, and she needs to learn that night-time is for sleeping, not for running around.
