Getting HIV

Can one get HIV/AIDS or any STD if you wear a condom during sexual intercourse if the partner has a STD?

Aparently not HIV but you can get STD's as the "hairs" from both partners touch and sifilis and gonnorea as well as scabies can be contracted like that.
