Dry spots on fingers.

Hi,
I have three tiny, 10c size, areas on my fingers where the skin always flakes and cracks. These cracks are very painful, it also bleeds when I don't cover them with sticky plasters.
It is only on my right hand; inside index finger-second digit, inside thumb-both digits.
I was told by docs, to use normal petroluem jelly, they even gave me some tar mix, yet to no avail.
The dermatologist says that I am dehydrating my skin.
But why only the three spots? Please help.
