I strongly suggest you have your male dog castrated if he has not yet been done. This should aid with your problem. You need to clean the area with a non-amonia based product and wipe it off with an alcohol based product ie metholated spirits. Also do not reprimand him, it could make him more nervous and he will then do it more. Also do not clean the area infront of him. He is marking his territory. If you are not able to solve this with the castration, then you should get and accredited animal behaviourist to assist you with your problem.
