The most common reason for loss of hair near the tail base is because of fleas. Even a single flea can cause an allergy that may result in hair loss, especially in that area. Complete and absolute flea control is therefore most important. There are many other causes including trauma, mite infection, fungal infection, etc. If it gets bigger or is persistent, and there are definitely no fleas, your vet can test the area to try and find an answer.

Could be a number of causes... first check if she has fleas, since this is a favourite area for fleas to hang out on a dog.

If there are no fleas, and if the spot gets bigger, then it might be an idea to let your vet check for mange - he just takes a tiny little scraping and checks it under the microscope.
