Confidentiality of Telegrams

Is it acceptable to send a suspended employee a disciplinary notification (detailing charges) via telegram if you do not want them on the work premises pending the outcome of a hearing?
Will this not raise the issue of breach of confidentiality as a 3rd party (e.g. Telkom employee) will have seen the info contained therein?

It is normally not acceptable to suspend an employee by telegram. The suspension must take place after a discussion.
