It is an antidepressant ; I am not convinced it is in reality any more efective ( nor any less so ) than any other antidepressant. Sub-types of Depression ae not really considered useful these days --- if one has a Major Depressive Disorder, antidepressants and/or CBT counselling helps to clear the depression up.
It is NOT significantly different from ANY other AD ! So it can be useful in depression, or anxiety or OCD. It can be stopped, but one should take ANY AD for at least 6 to 9 months before stopping. Only if you had three or more separate episodes of Depression, might the shrink consider advising you to remain on the medication long-term.
ANY competent doc who prescribed this or any other medicine for you, would have an absolute and binding duty to explain all these things to you in detail.
I don't understand the basis for your questions, for this reason --- if you feel you are Depressed and need treatment, you could not get Cipralex, nor any other med, without being seen, properly assessed by a doctor or preferably a shrink, and then the doc would select which AD he thought would be best for you. It would be his JOB to answer all your questions about this or whatever else he prescribed. Similarly, when you took the prescription to the pharmacy, the pharmacist could and should answer all your questions about whatever med was pescrbed, and should give you a copy of the Package insert with loads of details about the drug.
So you are either asking about a theoretical possibility --- and would still need to see a doc who could give you something else entirely ; or you have already received a prescription and perhaps forgot to ask the doc or the pharmacist ? Its not too late to see the pharmacist and get a copy of the package insert.

How long you take it depends on your condition. If you have depression or something for the first time then you have to take it for 9-12 months. After that you have to come off it gradually. Not sure about recurrent episodes. You don't have to take it for the rest of your life, but it depends on your condition.
