Thabang, if I may (this is a question CyberVet could answer easily). The answer is yes but shouldn't actually be done. First of all, ethically there are TOO MANY DOGS already. For every new litter of puppies born, it's a new litter that need to find homes or end up going to the shelter. Secondly, from a physical point of view, a smaller dog having the puppies of a much bigger dog can be dangerous for the dog bearing the puppies because the pups can be so big that it can cause internal damage to the Jack Russell and the puppies. The could all die. So from those two perspectives rather get the dogs fixed.

No it cannot because of the difference between the genetics or the DNA of the two dogs!
