blood pressure

I'm a 57 year old female whose blood presure has gone from averaging 115 / 65 pulse 60 to 140 / 78 pulse 78. Is this an area of concern? I'm not sure as the bottom figure is within the normal range. My husbands is 140 / 85 and the Dr said the upper figure was the important one and has him on blood pressure tablets. Kindly advise.
