Another maternity leave question

One of my friends is due to have her baby at the end of Feb. She has requested that she takes her annual leave from the beginning of Feb for the 3 weeks and then start her 4 months maternity leave. As ML is unpaid.

Her employer has told her she is not allowed to take annual leave before her due date - but that she has to take one unpaid maternity month before and three months after. She is not allowed to take her annual leave with or added to her ML. And they are going to force her to take a month earlier off.

Can they do this?
