Skills and development

I have been in payroll for 9 years now at the same company and was never involved with and training or skills development, now my employer is putting pressure for me to do that function even if I have no idea what it entails. Is it a payroll or HR function? Can they now make it my responsibility? Thanks

It appears that training and skills development is an HR function, if you don't want to do it they can't force you to do it.
