Any actor, state or non-state, seeking to put an end to what has become a seemingly endless war, needs to first and foremost think about the question of the rule of the Gaza Strip after Hamas, writes Shlomo Roiter Jesner.

Last week, South Africa put forward a request to the International Court of Justice (ICJ) to order Israel to withdraw from Rafah in the southern Gaza Strip, ahead of a reported planned military offensive, which has already begun in a limited capacity.
