If both your dogs are male, consider having the less dominant one castrated – this will reduce the threat he presents to the other; if there is a female on heat, it could affect the dogs’ behaviour – fortunately, this is a temporary problem; never try to treat the dogs "fairly" – the dominant dog should be greeted and fed first; feed the dogs separately if they are fighting over food; and if they fight with other dogs in public places, contact an animal behaviourist to help you sort the problem out.
