WOLF TOOTH AND BRACES?

Hi, my daughter is 12 yrs and 2 months old. Yesterday my daughter was complaining about her top insizer being very painful. I did notice before, her insizer was growing at the top of her gum. I was hopeing this tooth would be pushed down and into place by the other adult teeth that are growing. She went to a dentist a couple of weeks ago and was told she has to go to a specialist (orthodontist?)She was also told she is still too young for braces. Please advise on what I should do as her tooth is becoming very painful.

She is not too young for braces, in fact this is the perfect time to have them placed.
My advice is to get a second opinion from another orthodontist
