Vacination - 20 weeks baby urgent!!!!!!!

my son is 20 weeks old and had his first pneumococcal injection, we took him privately and the nurse that injected him told us that he was suppose to have it earlier, however the nurse that did give him his 6 weeks and 10 weeks vacination did not advise us.
four weeks after he had his first pnemococcal he was due the second dose , when we got to the pharmacy the medical aid declined the payment of the injection, please advise as I am quiet concerned as to whether that injection is compulsory.
