Sleep issues

I have 28 month old twins. The girl has slept through since 4 months. They both had same routine etc but the boy has never slept a night through.
I manage to get him down in his own bed at night between 7-8. However he lasts for about 2 hours and then he wakes up. He comes to look for me. He does not sleep - he jerks himself awake all night. He constantly looks for me in his " sleep" . Very restless sleeper.
He eats okay. He tends to be more fussy with his dinner but I manage to get him to eat. He has a daily vitamin -gummi vites.
He has a morning nap of 2 hours. But it is not long after he " wakes"  from the night that he is tired. Even after a very busy day - swimming etc he sleeps even worse.
What can I do. I have tried the crying route but after a month it made no difference.
I am exhausted and it is draining me.

This kind of sleep problem can be very draining. It is important to be sure that your son's sleep problem is purely due to a habit that he has developed or if he has something which interferes with his sleep.The single most common cause to exclude is a blocked nose. If he does not have a blocked nose and you have tried controlled crying, you will need to consider another option. The use of the natural hormone Melatonin has been tried in situations like this. My 9 yr old son is a very restless sleeper, constantly moving, shuffling and even ' thrashing'  around the bed at times. This continues throughout the night and we both are exhausted during the day. I am exhausted!!!!!!!!!!! He takes an antihistamine (zyrtec) at night and a nasal spray (nasonex) to enure that his allergy and sinus doesnt interfere. To not avail as the restlessness continues. His legs, arms and head is constantly moving and shuffling. Please please help.

Thanks for your comments.
I have tried melatonin, it is great to get him to sleep quickly but he still wakes up during the night constantly.
No blocked nose. I think habit formed it.
