This sounds like a condition called Blepharitis which is an infection of the eyelids.Put pads soaked in warm [not hot] water over her eyes for 10 minutes twice day and clean her eyelids with an earbud dipped in a cup of water with 3 drops of baby shampoo added to the water. This should also be done twice daily. If it does not clear up she should be seen by your doctor.
