Pupils dont dilate

my niece is just over a year old and we have noticed that her pupils dont dilate in darker conditions - her eye colour is a very light blue. do you think that this could be affecting her eyesight?

While your niece's eye colour may make her slightly more sensitive to light, I am concerned that she can see normally. Has she been seen by a paediatrician in the first instance who may want to refer her to an eye specialist?
